1. The idea is either innovative in itself or is gathering several existing ideas in an innovative way.

2. The full-service is targeting an international audience and can be shared with partners in different countries.

3. The full-service is based on expert roles (sometimes this means as well that the service can be modularised, however this is not a must-criteria).

4. Parts of the full-service like national partnering, experts, consultants etc. can be trained and assessed.
